1. INTRODUCTION
Welcome to One World Order International ("OWOI", "we", "us", "our", or the "Organization").One World Order International is an independent, developing, international-minded digital platform dedicated to public awareness, global dialogue, research, education, policy discussion, exchange of ideas and constructive participation concerning matters affecting humanity and the future of international cooperation. OWOI is currently in an initial stage of development. Its present activities are focused on developing a digital platform, communicating its Global Vision, encouraging responsible public discussion, facilitating research and education, and creating an international community through which ideas concerning peace, prosperity, human dignity, cooperation, sustainable development and improved systems of international cooperation may be explored. The OWOI Global Vision represents an aspirational direction and conceptual framework for discussion and future development. It does not presently constitute a constitution, government, sovereign authority, binding international agreement, legal order, judicial system or exercise of governmental authority. These Terms & Conditions ("Terms") govern your access to and use of the OWOI website, forum, digital platforms, publications, services, features, programs, activities and other resources operated or made available by OWOI from time to time (collectively, the "Platform").By accessing, browsing, registering with, contributing to or otherwise using the Platform, you acknowledge that you have read, understood and agree to these Terms. If you do not agree with these Terms, you should not use the Platform.
2. NATURE AND PURPOSE OF OWOI
OWOI seeks to create an international environment for the peaceful exchange of ideas and the exploration of possible approaches to global cooperation. The Platform may facilitate discussion concerning: international cooperation; peace and conflict prevention; human development; economic and social prosperity; education; science and technology; sustainability; international institutions; governance; public policy; history; culture; religion and belief; international relations; legal and institutional development; future systems of cooperation; and other matters of legitimate public interest. OWOI's long-term vision is directed toward exploring ideas that may contribute to peace, prosperity, dignity, cooperation, security, opportunity and sustainable human development. OWOI does not seek to diminish the dignity of any people, community, culture, religion, belief system, constitutional order or lawful governmental institution.
3. OWOI'S DEVELOPMENTAL STATUS
OWOI is presently a developing independent digital initiative. Its legal, organizational, institutional, technological and operational structures may develop over time. OWOI may therefore establish, modify or discontinue: departments; divisions; councils; committees; research units; advisory bodies; regional initiatives; membership structures; community programs; educational programs; technology divisions; charitable or social-impact initiatives; commercial activities; foundations; affiliated organizations; or other lawful structures. The development of such structures does not, by itself, create governmental, sovereign, diplomatic, judicial or regulatory authority.
4. GLOBAL VISION
The OWOI Global Vision represents the direction in which OWOI seeks to develop its ideas and institutional thinking. It is not a present legal instrument. The Global Vision may contain proposals, hypotheses, models, principles, scenarios and concepts concerning future international cooperation and governance. Some subjects may be controversial, politically sensitive, historically disputed or intellectually challenging. The existence of such material does not mean that OWOI has adopted every proposal as an official policy or intends to impose such a proposal upon any person, community, institution or State. The Global Vision should therefore be understood as a framework for exploration, discussion and future development.
5. PRINCIPLES OF PEACEFUL GLOBAL DIALOGUE
OWOI seeks to build its Platform around the following principles:5.1 Human Dignity Every person should be treated with dignity and respect.5.2 Peace OWOI supports peaceful approaches to disagreement and the prevention of unnecessary violence and conflict.5.3 Freedom of Thought and Opinion Individuals should have the ability to develop, hold and communicate opinions, subject to applicable law.5.4 Responsible Expression OWOI supports lawful expression while recognizing responsibilities toward other people and communities.5.5 Equality Participants should be treated fairly and without unlawful discrimination.5.6 Respect for Culture and Belief Different cultures, traditions, religions, philosophies and systems of belief may be discussed respectfully.5.7 Respect for Peoples and Communities OWOI seeks to avoid language or conduct that dehumanizes or targets individuals or communities.5.8 Respect for Sovereignty and Law OWOI does not presently claim authority to override the laws or constitutional arrangements applicable within any jurisdiction.5.9 Dialogue Before Conflict Where disagreement exists, OWOI encourages dialogue, research, negotiation, mediation and other peaceful mechanisms.5.10 Knowledge and Evidence OWOI encourages users to distinguish evidence from opinion, established information from speculation and institutional positions from individual viewpoints.5.11 Pluralism OWOI recognizes that legitimate disagreement may exist concerning political, economic, religious, social and institutional questions.5.12 Human Development OWOI's long-term vision is directed toward ideas capable of contributing to human opportunity, peace, prosperity, knowledge, cooperation and sustainable development. These principles represent the ethical and intellectual direction of OWOI and do not independently create governmental, sovereign or judicial authority.
6. FREEDOM OF OPINION, EXPRESSION AND PEACEFUL DISCUSSION
OWOI recognizes the importance of freedom of thought, opinion, expression, access to information and peaceful participation. The Platform is intended to provide space for lawful discussion concerning matters of public interest, including political, social, economic, cultural, historical, institutional, technological and international questions. Users may express differing viewpoints, proposals, criticisms, interpretations and opinions. OWOI does not require participants to share a common political, religious, cultural, ideological or institutional perspective. A user's expression of an opinion does not automatically constitute an OWOI position. Freedom of expression on the Platform remains subject to applicable law and the rights, dignity and safety of others.
7. PEACEFUL PARTICIPATION
OWOI is committed to maintaining a platform for peaceful participation. The Platform must not be used to organize, encourage or facilitate: violence; terrorism; persecution; genocide; violent extremism; forced displacement; serious threats; unlawful attacks; discrimination through unlawful incitement; or other unlawful harm. Users are encouraged to address disagreement through peaceful communication, research, dialogue and lawful civic or institutional processes.
8. RESPECT FOR HUMAN DIGNITY, CULTURE AND BELIEF
OWOI recognizes the diversity of humanity. Participants may discuss: religions; philosophies; cultures; traditions; political ideas; social systems; historical events; institutions; and competing interpretations of public affairs. Discussion of a belief, institution, ideology, historical event or political proposal does not automatically constitute an attack upon the people associated with it. OWOI seeks to maintain a distinction between criticism of ideas or institutions and targeting individuals or communities with hatred, threats or unlawful discrimination.
9. RESPECT FOR SOVEREIGNTY AND EXISTING LEGAL ORDERS
OWOI respects the principle that States, peoples and communities operate within their respective legal, constitutional and institutional frameworks. OWOI does not presently claim authority to: alter national constitutions; replace governments; exercise territorial authority; invalidate domestic law; issue governmental orders; compel governmental action; exercise diplomatic authority; or override the legal authority of a competent jurisdiction. The international orientation of OWOI does not itself create international legal personality, sovereignty or governmental authority.
10. DISCUSSION OF SENSITIVE SUBJECTS
OWOI recognizes that meaningful global dialogue may involve sensitive subjects. Subject to applicable law and these Terms, users may discuss controversial or sensitive matters including: historical events; political concepts; territorial questions; constitutional arrangements; international relations; religious questions; social systems; governance models; institutional reform; future international arrangements; peace proposals; and other matters of legitimate public interest. The mere discussion of a proposal does not constitute implementation or endorsement by OWOI. Users are encouraged to identify whether a statement represents: established fact; historical interpretation; academic analysis; personal opinion; political advocacy; hypothetical modelling; prediction; or speculation.
11. OFFICIAL OWOI POSITIONS 
OWOI will seek to distinguish between: (a) official OWOI statements, policies and publications; and (b) opinions, proposals and discussions generated by users. Only material expressly identified as an official OWOI statement, policy, institutional publication or authorized communication should be treated as representing the official position of OWOI. Forum posts, comments and User Content do not automatically represent OWOI.  
12. USER-GENERATED CONTENT 
Users may submit posts, comments, articles, opinions, documents, images, links, proposals and other materials ("User Content"). Users retain ownership of User Content to the extent they legally own it. By submitting User Content, users grant OWOI a non-exclusive, worldwide, royalty-free licence, to the extent legally permissible, to host, store, reproduce, display, format, moderate, distribute and communicate such content as reasonably necessary to operate, maintain and develop the Platform. This licence does not transfer ownership of the user's original intellectual property. Users are responsible for ensuring that their submissions comply with applicable law and these Terms.  
13. INTELLECTUAL INTEGRITY AND ATTRIBUTION
OWOI encourages responsible presentation of information. Users should make reasonable efforts to distinguish: • evidence from assertion;• fact from opinion;• research from speculation;• historical record from interpretation;• individual views from official positions; and• verified information from unverified claims. Publication on the Platform does not constitute verification, certification or endorsement by OWOI unless expressly stated.  
14. PROHIBITED INCITEMENT, HATRED AND VIOLENCE
The Platform must not be used to advocate, encourage or facilitate serious unlawful harm. This includes content that unlawfully: • incites violence;• promotes terrorism;• encourages persecution;• advocates genocide;• encourages violent extremism;• threatens serious physical harm;• encourages attacks against individuals or communities; or• promotes other conduct prohibited by applicable law. OWOI recognizes that legitimate discussion of controversial subjects must be distinguished from unlawful incitement. In assessing potentially harmful expression, OWOI may consider the context, content, intent, manner of dissemination, audience, likelihood of harm and other relevant circumstances, consistent with applicable law and recognized human-rights principles.
15. NON-DISCRIMINATION
OWOI seeks to provide an environment based upon dignity and equal participation. Users must not use the Platform to unlawfully target individuals or groups based upon protected characteristics. At the same time, academic, historical, religious, political or institutional discussion is not automatically prohibited merely because it concerns a controversial subject. OWOI seeks to preserve legitimate intellectual discussion while preventing unlawful discrimination, harassment and serious harm.
16. PEACEFUL APPROACHES TO INTERNATIONAL DISAGREEMENT 
OWOI encourages peaceful mechanisms for addressing disagreement, including: • dialogue;• negotiation;• consultation;• mediation;• arbitration;• academic research;• public discussion;• democratic participation;• diplomatic engagement; and• other lawful processes. OWOI does not authorize or encourage violence as a means of achieving political, territorial, institutional or social objectives.  
17. PRESENT LEGAL STATUS OF OWOI
At its present stage of development, OWOI is an independent, developing digital initiative. OWOI does not presently represent itself as: • a sovereign State;• a government;• an intergovernmental organization;• an international court;• a regulatory authority;• a legislature;• a judiciary;• a law-enforcement authority;• a diplomatic mission; or• another institution possessing sovereign or governmental enforcement powers. The name One World Order International is an organizational identity and does not itself establish sovereign or governmental status.  
18. NO PRESENT SOVEREIGN OR JUDICIAL AUTHORITY 
Nothing on the Platform presently creates or confers upon OWOI authority to: • enact laws binding upon States;• impose legal penalties;• compel compliance with decisions;• exercise territorial jurisdiction;• issue governmental orders;• exercise diplomatic privileges;• override national laws; or• compel governments or individuals to act. Any future institutional authority would require an appropriate legal and institutional foundation.  
19. FUTURE INTERNATIONAL SYSTEMS 
OWOI may research, design, discuss and propose future systems of international cooperation. These may include concepts concerning: • governance;• representation;• institutional administration;• mediation;• arbitration;• dispute resolution;• judicial administration;• international cooperation;• human development;• economic cooperation;• technological cooperation;• peacebuilding; and• other areas of global public interest. Such concepts remain proposals and models for discussion unless and until they are formally established through an appropriate legal and institutional mechanism.  
20. FUTURE JURISDICTION AND INSTITUTIONAL FRAMEWORK 
OWOI may, in the future, develop formal institutional and legal structures. Depending upon their nature, such structures may require: • incorporation or legal establishment;• constitutional or charter documents;• institutional rules;• contractual arrangements;• participation agreements;• arbitration agreements;• regulatory authorization;• recognition under applicable law;• international agreements; or• other legally recognized mechanisms. No proposed OWOI institution shall possess compulsory legal authority merely because it is described on the Platform.  
21. FUTURE DISPUTE-RESOLUTION SYSTEM 
OWOI may develop future mechanisms for resolving disputes associated with particular services, programs or institutional arrangements. Possible mechanisms may include: • consultation;• negotiation;• mediation;• arbitration;• independent review;• contractual dispute resolution; or• competent judicial processes. Any future dispute-resolution mechanism will operate only to the extent supported by an appropriate legal, contractual or institutional basis.
22. CURRENT APPLICABLE LAW 
OWOI recognizes that the international nature of its Platform does not remove it from applicable law. Users and OWOI activities may be subject to laws and legal requirements applicable to the relevant jurisdiction, service, transaction, technology or activity. Such requirements may concern matters including: • online expression;• publication;• privacy;• data protection;• intellectual property;• consumer protection;• financial activity;• digital assets;• taxation;• sanctions;• national security;• public order; and• other regulated activities. OWOI seeks to operate responsibly and lawfully. Where necessary, particular activities, services or content may be restricted to comply with applicable legal requirements.  
23. NO CLAIM OF IMMUNITY 
OWOI does not claim sovereign immunity, diplomatic immunity, governmental immunity or exemption from applicable law merely because of its international character, objectives or name. Nothing in these Terms should be interpreted as preventing a competent authority from applying law that is legitimately applicable to OWOI or its activities. OWOI instead seeks to develop its activities consistently with applicable law and internationally recognized principles concerning human dignity, peaceful participation, lawful expression, equality and human rights.  
24. INTERNATIONAL HUMAN-RIGHTS PRINCIPLES 
OWOI seeks to conduct its activities consistently with internationally recognized principles concerning: • human dignity;• equality;• freedom of thought;• freedom of opinion;• freedom of expression;• peaceful participation;• freedom of religion or belief;• privacy;• non-discrimination;• peaceful assembly and association; and• the rule of law. OWOI recognizes the importance of international human-rights instruments and principles while acknowledging that their application may depend upon the relevant legal framework and jurisdiction. Nothing in this section creates a special legal immunity for OWOI.  
25. DIGITAL PLATFORM GOVERNANCE 
OWOI seeks to develop its Platform according to principles including: • openness;• accessibility;• pluralism;• human dignity;• lawful expression;• transparency;• accountability;• responsible participation;• safety; and• respect for applicable law. OWOI may develop additional Community Guidelines, Forum Rules and content-governance procedures as the Platform grows.  
26. FORUM PARTICIPATION 
The OWOI Forum exists to facilitate peaceful public discussion. Users may: • create discussions;• respond to posts;• comment;• share research;• propose ideas;• challenge existing ideas;• discuss policy;• discuss international affairs; and• engage with differing viewpoints. Participation does not require agreement with OWOI or other participants.  
27. MODERATION 
OWOI may moderate Platform content where reasonably necessary to: • comply with applicable law;• protect users;• prevent serious harm;• protect Platform security;• maintain constructive discussion;• prevent fraud or abuse; or• enforce these Terms. Actions may include: • warnings;• requests for clarification;• content removal;• editing where appropriate;• posting restrictions;• account suspension;• account termination;• spam removal;• automated-account restrictions; and• other proportionate measures. OWOI seeks to apply moderation fairly and consistently while respecting legitimate expression.  
28. R3ESEARCH AND EDUCATIONAL MATERIAL 
OWOI may publish: • research;• analysis;• commentary;• educational materials;• historical information;• policy concepts;• institutional proposals;• reports; and• other informational materials. Unless expressly stated otherwise, such materials are provided for general informational, educational and discussion purposes.  
29. NO PROFESSIONAL ADVICE 
Nothing on the Platform automatically constitutes: • legal advice;• financial advice;• investment advice;• tax advice;• medical advice;• professional advice;• governmental instruction;• diplomatic instruction; or• regulatory approval. Users should obtain appropriate professional advice where necessary.  
30. THIRD-PARTY SERVICES AND LINKS 
The Platform may contain links to third-party websites, organizations, publications, services and resources. Such links may be provided for informational, educational, research or discussion purposes. OWOI does not necessarily endorse third-party materials and does not control third-party services.  
31. INTELLECTUAL PROPERTY 
Unless expressly stated otherwise, OWOI's name, logo, branding, original publications, website design, graphics, databases, software, interfaces and other original materials are owned by, licensed to or used with permission by OWOI. Nothing in these Terms transfers ownership of OWOI intellectual property.
32. PRIVACY AND DATA PROTECTION 
OWOI recognizes the importance of privacy and personal-data protection. Personal information will be handled in accordance with the applicable OWOI Privacy Policy and relevant legal requirements. Depending upon the circumstances, applicable requirements may include national, regional or international data-protection frameworks relevant to the processing activity.  
33. COOKIES AND SIMILAR TECHNOLOGIES 
OWOI may use cookies and similar technologies for legitimate purposes including: • authentication;• security;• session management;• forum functionality;• preferences;• analytics;• performance;• communication; and• fraud prevention. Additional information may be provided through the OWOI Privacy Policy or cookie controls.  
34. ACCOUNT SECURITY 
Users are responsible for maintaining appropriate account security. Users must not: • attempt unauthorized access;• compromise another account;• introduce malicious software;• interfere with Platform infrastructure;• bypass security controls; or• conduct unauthorized technical testing.  
35. ARTIFICIAL INTELLIGENCE AND AUTOMATED TECHNOLOGIES 
OWOI may use artificial intelligence, machine-learning systems and automated technologies for legitimate purposes including: • research;• moderation;• search;• analysis;• communication;• security;• personalization; and• Platform development. Automated outputs may contain errors and should not automatically be interpreted as official OWOI policy or professional advice.  
36. FUTURE DIGITAL TECHNOLOGIES 
OWOI may explore technologies including: • blockchain;• distributed ledgers;• digital participation systems;• digital rewards;• community recognition systems;• tokenized participation mechanisms; and• other emerging technologies. The existence of these Terms does not guarantee that any particular technology or initiative will be introduced.  
37. FUTURE DIGITAL ASSETS AND TOKENS 
OWOI may, subject to applicable law and appropriate legal and regulatory review, explore digital assets, community tokens, digital rewards or related initiatives. Any such initiative will be governed by separate terms where appropriate. Participation may be subject to: • eligibility requirements;• geographic restrictions;• identity verification;• financial regulations;• securities laws;• consumer-protection requirements;• taxation;• AML/CFT requirements;• sanctions requirements; and• other applicable legal obligations. No future OWOI digital asset should be interpreted as a guaranteed investment, guaranteed income or guaranteed store of value.  
38. FINANCIAL CRIME AND PLATFORM ABUSE 
Users must not use the Platform to facilitate: • fraud;• money laundering;• terrorist financing;• sanctions evasion;• fraudulent fundraising;• market manipulation;• identity theft;• unauthorized financial services; or• other unlawful activities.  
39. INTERNATIONAL ACCESS 
OWOI intends to facilitate international participation. However, legal requirements differ between jurisdictions. Certain services, features, programs or activities may therefore be restricted or unavailable in particular jurisdictions. OWOI may introduce geographic, eligibility or compliance restrictions where reasonably necessary.  
40. AGE REQUIREMENTS 
Certain services or future initiatives may have minimum-age requirements. OWOI may establish additional age or parental-consent requirements where required by law or appropriate to the relevant service. Users must not misrepresent their eligibility.  
41. PLATFORM AVAILABILITY 
OWOI seeks to maintain a reliable Platform but cannot guarantee uninterrupted availability. The Platform may be interrupted due to: • maintenance;• technical failures;• security incidents;• hosting failures;• third-party service interruptions;• network failures;• legal requirements;• emergencies; or• circumstances beyond reasonable control.  
42. DISCLAIMER OF WARRANTIES 
To the fullest extent permitted by applicable law, the Platform is provided on an "as is" and "as available" basis. OWOI does not guarantee that: • the Platform will always be available;• information will always be complete or current;• content will always be error-free;• external links will remain available;• third-party services will remain operational; or• the Platform will meet every user's requirements. Nothing in these Terms excludes rights or protections that cannot lawfully be excluded.  
43. LIMITATION OF LIABILITY 
To the fullest extent permitted by applicable law, OWOI will not be responsible for losses arising from matters including: • temporary Platform unavailability;• reliance upon User Content;• reliance upon general informational material;• third-party websites;• unauthorized actions of third parties;• technical failures;• circumstances beyond reasonable control; or• future programs governed by separate terms. Nothing in these Terms excludes or limits liability where such exclusion or limitation would be unlawful.  
44. INDEMNIFICATION 
To the extent permitted by applicable law, users may be responsible for losses, claims, liabilities, damages and reasonable costs arising from their unlawful use of the Platform, violation of these Terms, infringement of another person's rights or misuse of Platform services. This provision applies only to the extent legally permissible.  
45. COOPERATION WITH LAWFUL AUTHORITIES 
OWOI seeks to operate responsibly within applicable legal frameworks. Where legally required, OWOI may cooperate with competent authorities, courts, regulators or other lawfully constituted institutions. Where legally permissible, OWOI may seek appropriate legal review or clarification when matters affecting the Platform raise significant questions concerning lawful expression, due process, privacy, human rights or other applicable protections. Nothing in this section prevents OWOI from complying with valid legal obligations.  
46. LEGAL AND HUMAN-RIGHTS REVIEW 
As OWOI develops, it may establish internal review processes concerning: • applicable law;• human dignity;• equality;• freedom of expression;• privacy;• safety;• non-discrimination;• peaceful participation;• transparency; and• responsible digital governance. Such processes may evolve as OWOI's legal and institutional structure develops.  
47. FUTURE ORGANIZATIONAL DEVELOPMENT 
OWOI may establish future: • departments;• councils;• committees;• research institutions;• advisory bodies;• regional initiatives;• educational programs;• technology divisions;• charitable initiatives;• affiliated organizations;• foundations; and• other lawful structures. No such structure will possess governmental or sovereign authority merely because it exists within the OWOI organizational framework.  
48. FUTURE INSTITUTIONAL GOVERNANCE 
OWOI may develop conceptual frameworks concerning: • representation;• participation;• accountability;• institutional review;• dispute resolution;• arbitration;• mediation;• judicial administration;• policy development;• consultation; and• community participation. Until formally established through an appropriate legal framework, these remain proposals, models and areas of public discussion.  
49. FUTURE JUDICIAL OR DISPUTE-RESOLUTION INSTITUTIONS 
If OWOI eventually establishes an institutional dispute-resolution or judicial framework, such a system would require an appropriate legal foundation. Depending upon its nature, that foundation could include: • contractual consent;• arbitration agreements;• institutional rules;• legal incorporation;• recognized jurisdiction;• applicable legislation;• international agreements; or• other legally recognized mechanisms. No present OWOI publication creates compulsory judicial authority.  
50. GOVERNING LAW AND FUTURE JURISDICTION 
At its present stage of development, OWOI has not established through these general Terms a single exclusive international jurisdiction applicable to every activity, user, service or future initiative. This reflects the current developmental status of the Organization. The law applicable to a particular activity may depend upon: • the nature of the activity;• the relevant OWOI legal entity, if any;• the location of the activity;• the location of the parties;• contractual arrangements;• mandatory local law; and• other legally relevant circumstances. Where a specific OWOI service or agreement requires a governing-law or jurisdiction provision, that provision may be established through separate applicable terms or agreements. As OWOI develops its formal legal and institutional structure, this section may be revised to identify the appropriate governing law, jurisdiction and dispute-resolution framework. Nothing in this section excludes mandatory legal rights, statutory protections or jurisdictional rules that cannot lawfully be excluded.  
51. INTERNATIONAL LEGAL AND INSTITUTIONAL DEVELOPMENT 
OWOI intends that future formal institutional structures be developed with appropriate legal review and with respect for applicable domestic, regional and international legal frameworks. Future development may involve consultation with: • legal professionals;• academics;• researchers;• policy specialists;• institutions;• civil-society participants;• technology specialists; and• other relevant stakeholders. No proposed framework becomes legally operational merely because it appears in the OWOI Global Vision, research materials or public discussions.  
52. NO PRESENT CLAIM OF INTERNATIONAL LEGAL PERSONALITY 
OWOI does not presently claim that its international outlook or name independently establishes international legal personality. Any future legal personality, institutional status or recognized authority must arise through an appropriate legal or institutional mechanism.  
53. ORGANIZATIONAL AND BRAND EVOLUTION 
OWOI may evolve its: • name;• branding;• logo;• institutional identity;• organizational structure;• websites;• applications;• membership systems;• programs;• affiliated entities; and• digital infrastructure. Such changes may be made as OWOI develops. No participant obtains ownership rights in the OWOI identity merely through partici54.pation.  
50. NO PARTNERSHIP, AGENCY OR GOVERNMENTAL RELATIONSHIP 
Use of the Platform does not create: • employment;• agency;• partnership;• joint venture;• diplomatic appointment;• governmental appointment;• fiduciary relationship; or• institutional representation between OWOI and a user unless expressly established through a separate written agreement.  
55. FORCE MAJEURE 
OWOI will not be responsible for failure or delay caused by circumstances reasonably beyond its control, including: • natural disasters;• armed conflict;• civil unrest;• terrorism;• governmental action;• sanctions;• internet failures;• infrastructure failures;• cyber incidents;• pandemics;• labour disputes;• utility failures; or• other extraordinary circumstances. Nothing in this provision excludes liability that cannot lawfully be excluded.  
56. CHANGES TO THESE TERMS 
OWOI may update these Terms from time to time to reflect: • organizational development;• technological changes;• new services;• new programs;• legal developments;• regulatory requirements;• security requirements;• institutional development; or• other legitimate operational requirements. The revised version will be published with an updated Last Updated date. Where applicable law requires additional notice or consent, OWOI will provide it.  
57. SEPARATE TERMS AND POLICIES 
Certain OWOI services may be governed by additional terms, including: • Forum Rules;• Community Guidelines;• Privacy Policy;• Cookie Policy;• Membership Terms;• Event Terms;• Research Policies;• Partnership Agreements;• Reward Program Terms;• Digital Asset Terms;• Donation Terms;• Campaign Rules; and• other service-specific policies. Where specific terms apply, they govern the relevant service to the extent of any inconsistency, subject to applicable mandatory law.  
58. SEVERABILITY 
If any provision of these Terms is found to be unlawful, invalid or unenforceable, it will, where legally permissible, be interpreted or modified to the minimum extent necessary to make it enforceable. The remaining provisions will continue in effect.  
59. NO WAIVER 
Failure by OWOI to enforce any provision of these Terms does not constitute a waiver of its right to enforce that provision later.  
60. ENTIRE AGREEMENT 
These Terms, together with applicable policies and service-specific terms referenced within them, constitute the applicable agreement governing use of the Platform, subject to any separate written agreement between OWOI and a user.

62. OFFICIAL POLICY STATUS 
Only communications expressly identified as official OWOI statements, policies, institutional publications or authorized communications should be treated as representing the official position of OWOI. Forum posts, comments, member profiles and User Content represent their respective authors unless expressly stated otherwise. OWOI may publish official institutional positions through designated official channels.  
63. ACCEPTANCE 
By accessing, registering with or using the OWOI Platform, you acknowledge that: • you have read these Terms;• you understand the present nature and purpose of OWOI;• you understand that OWOI is currently an independent, developing digital initiative;• you understand that the OWOI Global Vision represents an aspirational and conceptual direction rather than present governmental authority;• you understand that OWOI supports peaceful and lawful freedom of thought, opinion and discussion;• you understand that freedom of expression remains subject to applicable law and the rights and safety of others;• you understand that OWOI does not presently claim sovereignty, governmental authority, judicial authority, diplomatic status or regulatory authority;• you understand that future institutions and jurisdictional mechanisms require an appropriate legal and institutional foundation;• you understand that User Content does not automatically represent the position of OWOI;• you understand that future services may be governed by separate terms;• you understand that participation does not guarantee future rewards, financial benefits, membership status or institutional appointment; and• you agree to use the Platform responsibly, peacefully and lawfully.
