OWOI has published a new discussion paper exploring how nations can reduce civilian casualties, prevent unnecessary destruction, and lower the risk of conflicts escalating into wider wars.
The proposal encourages international dialogue on modern rules of warfare, including measures to better protect children, pregnant women, older people, civilians, critical infrastructure, and the environment. It also explores concepts such as designated combat zones, limitations on destructive weapons, clear surrender and ceasefire protocols, and a stronger global commitment to peace and human progress.
This is not a final policy proposal, but an invitation for constructive discussion on how humanity can move towards a safer and more secure future.
